NSPS Performance Management Overview

The performance management process is results oriented and mission focused. There are five main steps in the process:

Performance Planning - setting objectives Performance

Performance Management Cycle: The Performance management cycle runs 1 October through 30 September. In order to receive a rating, a minimum of 90 days of performance is required. At least one interim review is also required during the cycle. 

Performance Planning: In performance planning, supervisors and employees identify results-oriented job objectives aligned to the organizations mission. These job objectives will reflect expectations, duties and responsibilities for the encumbered position.
The performance plan also establishes the framework by which to:
  • Identify potential developmental needs
  • Monitor performance
  • Engage in ongoing dialogue
Rating Components: Employees are rated on what was expected to be accomplished (objectives) and how it was accomplished (contributing factors).

A Performance Management Framework

Performance management is comprised of four major sets of activities:
  1. Defining objectives and standards
  2. Allocating resources and taking actions to achieve the objectives
  3. Analyzing and reporting on results, and
  4. Taking necessary corrective actions to mitigate risk and ensure success.
Organizations typically manage their long-term strategic performance independently from their short-term operational performance. A frequent, unintentional, result of this approach is that strategic objectives are not achieved and operational objectives are. This occurs because:
  1. Operational objectives are not aligned with the strategic objectives
  2. Resource allocation priorities are given to short-term needs
  3. Most of management’s time is focused on the urgency of achieving quarterly results, and
  4. Short term success masks the risk to achieving strategy
  With the advent of the Balanced Scorecard for strategy management and Lean Six Sigma for process improvement, many organizations are sensing that there is potential for common ground between strategic and operational performance management but are struggling to articulate exactly what that common ground is and how it works.
For example, organizations working on implementing the Balanced Scorecard strive to operationalize the strategy so that employees can see how their day-to-day work activities contribute to achieving the strategy. Similarly, when selecting Lean Six Sigma projects to work on, a frequent question from the project selection committee is, “how does this project align to the strategy?”
 
This article introduces a Performance Management Framework (“Framework”) that provides a common ground for discussing and answering these questions and a foundation upon which a successful performance management program can be established. The Framework’s interface between its strategic and operational aspects will also be discussed.
The Framework Figure 1 below lays out the Framework and shows how it aligns with the Deming improvement cycle of Plan-Do-Check-Act. The Framework also aligns with the four sets of performance management activities identified in the first paragraph of this article. These sets of performance management activities are called phases in the Framework. Shortcomings in implementing various aspects of these phases leads to the strategy achievement failures identified in the second paragraph.

Each of the four phases of the Framework have strategic and operational components. These components have the same name in each of their respective phases. The components are called Objectives in the Plan phase, Projects in the Do phase, Reports in the Check phase and Reviews in the Act phase.
Planning is the phase where performance objectives and standards are defined, articulated and communicated to the rest of the organization. Strategic planning is the process of establishing an organization’s long term (typically three to five year) goals and an approach for achieving them. The outcome of the process is a set of strategic objectives and performance standards for evaluating achievement progress. Operations
planning is the process of establishing an organization’s short term (less than three years) goals and an approach for achieving them. The outcome of the process is a set of objectives and performance standards which describe how the organization’s resources will be allocated and utilized in support of the long-term strategy.
The Do phase is where action is taken to achieve the stated objectives at the targeted performance levels. Two examples are a project to implement a new technological capability in support of the strategy and a project to improve on-time delivery performance. Action may also be taken in the form of corrective action when progress is not being made at the desired rate. This is indicated by the feedback loop from the Act phase. An important aspect of the Do phase is the allocation of resources and authorization of expenditures related to the projects selected.
A facet of operations that must be considered within the Do phase is Daily Operations. Daily Operations are what the organization does on a daily basis to meet its business needs; things such as designing, delivering, taking orders and closing the books. These are processes that are executed in support of operational objectives. The performance of these processes is measured, reported on and reviewed. Based on the reviews,  process improvement projects are undertaken, when necessary, to improve process performance.
The Check phase is for measuring results and analyzing performance. Measuring describes what happened and the analysis describes why it happened and makes recommendations for management action. When describing the why, it is important to look not only at the related measures but at other factors such as economic and political situations, supplier and customer
viability, and social and cultural needs and events.
As the name implies, the Act phase is where action is taken by management based on the performance analysis provided in the Check phase. Some of the possible actions that could be taken are authorizing corrective actions to mitigate risk, communicating decisions to the affected groups and individuals, authorizing a change in priorities that will be acted upon in the Do phase, and recommending a change in objectives that will be acted upon in the Plan phase.
 
The System Interfaces
 
The description of the four phases above sounds a lot like any other Deming Cycle-based management methodology. The difference with the Performance Management Framework is that it considers the management of performance to be a system with two major components: strategic and operational.
Just like any system, the interface between the strategic and operational components of each phase of the Performance Management Framework is where success or failure is determined. The Framework identifies the practices and methods used to manage the strategic-operational interface within each phase of the Framework.
In the Plan phase, Maps are used to define the relationship between strategic and operational objectives. While there may be local operational objectives that do not necessarily have a  relationship to the strategy, the bulk of the operational objectives should be short-term, local versions of the long-term strategic objectives. Maps, strategic and operational, provide a proven and easy-to-use mechanism for articulating and managing the objectives and their interrelationships and alignment.
In the Do phase, a Portfolio is used to collect, prioritize, select, authorize and manage strategic, operational and process improvement projects. This is perhaps the most difficult interface to develop and manage as most organizations have existing, well-developed, separate practices for managing strategic, operational and process improvement projects. A portfolio approach introduces the concept of viewing all projects together, as a whole, and making selection decisions based on the whole rather than on the three individual groups. This is done within the constraints of budget limits and resource availability as well the management established selection criteria and weighting factors. Having a well-managed portfolio ensures an effective balance between strategic and operational projects while maintaining the desired level of performance in daily operations.
For the Check phase, Scorecards are used to document and report on operational and strategic measures and performance analysis and, in particular, the roll-up relationship between operational and strategic measures. Well-planned scorecards allow a proper focus on strategic and operational performance measures.
Finally, Governance is used in the Act phase to establish policy and provide forums – typically, operational and strategy review meetings - for management risk analysis and decision-making. It is not sufficient to only have a calendar of events for strategic and operational reviews. In addition, a management policy of open and frequent communication between strategy and operational management functions is essential. Governance focused on 2-way open communication of strategic and operational priorities and issues along with an integrated management calendar ensures that a) decisions from the strategy reviews flow effectively to the appropriate operational entity and b) decisions and issues related to strategy from the operations reviews become part of the agenda for the strategic reviews.

Performance Management (the successor of Management By Objectives or MBO) is the essence of managing, and the primary "vehicle" for getting the desired results through employees at all levels in the organisation. In the absence of such a system, staff members are unclear as to the employer's expectations regarding performance objectives and standards/targets, leading to low productivity, costly mistakes, stress, de-motivation, and conflict.   2. MANAGING PERFORMANCE:

  3. APPRAISING (REVIEWING) PERFORMANCE:

  4. REWARDING PERFORMANCE:
    Linking actual performance to appropriate rewards/remuneration to reinforce excellence in performance. (We assist organisations in designing suitable reward/incentive systems or schemes for their employees.)   
     
Merit Pay / Bonuses

Specific problems include perceived inequity, lack of fairness and transparency, bias, stereotyping, subjective judgements, rating errors, favouritism, etc.

Reasons for this typically include poorly identified and formulated performance measures, poor performance tracking and reporting, lack of performance feedback, coaching and training, poor timing of merit rewards, poor linkage between merit pay and actual performance, and a host of other factors.

Performance Management

We have a structured Performance management system that sets specific objectives and measures performance achievement while identifying development opportunities. This enables the company to develop individuals, identify potential, reward performance, improve productivity and create a performance culture.

With the rollout of our Broker Management Model Programme (BMMP) and the adoption of our new values, it became opportune to review our Performance management systems and procedures across the country. A survey was undertaken resulting in the revamp of the Performance management system and processes – with emphasis placed on the training and re-skilling of staff. Performance training started in 2007 and around 70% of staff have already been trained.

Performance Management Collaborative


The Performance Management Collaborative consists of a seven state core including Illinois (lead state), Missouri, West Virginia, New Hampshire, New York, Alaska, and Montana. Five additional partners include the Association of State and Territorial Health Officers, the National Association of County and City Health Officials, the Centers for Disease Control and Prevention, the Health Resources and Services Administration, and the Association of State and Territorial Local Health Liaison Officials.
Definition of Performance Management
Performance management is the practice of actively using performance data to improve the public's health. This practice involves strategic use of performance measures and standards to establish performance targets and goals, to prioritize and allocate resources, to inform managers about needed adjustments or changes in policy or program directions to meet goals, to frame reports on the success in meeting performance goals, and to improve the quality of public health practice.
Performance Management components include:
Performance Standards - establishment of organizational or system performance standards, targets and goals and relevant indicators to improve public health practice
Performance Measures - application and use of performance indicators and measures
Reporting of Progress - documentation and reporting of progress in meeting standards and targets and sharing of such information through feedback
Quality Improvement - establishment of a program or process to manage change and achieve quality improvement in public health policies, programs or infrastructure based on performance standards, measurements and reports.
A Performance Management System is the continuous use of all the above practices so that they are integrated into the organization's core operations. Performance management can be carried out at multiple levels, including the program, organization, community, and state levels.

Performance Management

Performance management is a strategic tool used to promote an effective organization. It ensures that individual employees’ efforts are focused on the priorities and strategies set out in the corporate and departmental business plans. It directs efforts towards effectiveness and away from merely being busy.

The success of employees depends on a clear performance management process, which recognizes the accomplishments and supports the professional development of Nova Scotia’s public service employees.

There are two distinct, but similar, performance management processes in the Nova Scotia Government: one for MCP employees and one for BU/AS employees.

Performance Management Responsibilities

Managers ensure that each employee knows what is expected in terms of performance and professional development. They manage towards successful outcomes for both the employee and the organization. Managers are responsible for coaching employees and giving feedback based upon goals set at the beginning of the performance cycle. As well, together, managers and employees review progress periodically throughout the year and formally at the end of the cycle.

Employees are responsible for their own performance, are in charge of their own career development and should take the initiative to be successful. The performance management process helps them do this by linking the business plan with their individual responsibilities and helps them focus on what needs to be done and how it needs to be done.

Performance Management Process Checklist

The Performance Development Process (PDP) Meeting

  • Establish a comfortable, private setting and rapport with the staff person.
  • Discuss and agree upon the objective of the meeting, to create a performance development plan.
  • The staff member discusses the achievements and progress he has accomplished during the quarter.
  • The staff member identifies ways in which he would like to further develop his professional performance, including training, assignments, new challenges and so on.
  • The supervisor discusses performance for the quarter and suggests ways in which the staff member might further develop his performance.
  • Add the supervisor's thoughts to the employee's selected areas of development and improvement.
  • Discuss areas of agreement and disagreement, and reach consensus.
  • Examine job responsibilities for the coming quarter and in general.
  • Agree upon standards for performance for the key job responsibilities.
  • Set goals for the quarter.
  • Discuss how the goals support the accomplishment of the organization's business plan, the department's objectives and so on.
  • Agree upon a measurement for each goal.
  • Assuming performance is satisfactory, establish a development plan with the staff person, that helps him grow professionally in ways important to him.
  • If performance is less than satisfactory, develop a written performance improvement plan, and schedule more frequent feedback meetings. Remind the employee of the consequences connected with continued poor performance.
  • The supervisor and employee discuss employee feedback and constructive suggestions for the supervisor and the department.
  • Discuss anything else the supervisor or employee would like to discuss, hopefully, maintaining the positive and constructive environment established thus far, during the meeting.
  • Mutually sign the performance development tool to indicate the discussion has taken place.
  • End the meeting in a positive and supportive manner. The supervisor expresses confidence that the employee can accomplish the plan and that the supervisor is available for support and assistance.
  • Set a time-frame for formal follow up, generally quarterly.

Following the Performance Development Process Meeting

  • If a performance improvement plan was necessary, follow up at the designated times.
  • Follow up with performance feedback and discussions regularly throughout the quarter. (An employee should never be surprised about the content of feedback at the performance development meeting.)
  • The supervisor needs to keep commitments relative to the agreed upon development plan, including time needed away from the job, payment for courses, agreed upon work assignments and so on.
  • The supervisor needs to act upon the feedback from departmental members and let staff members know what has changed, based upon their feedback.
  • Forward appropriate documentation to the Human Resources office and retain a copy of the plan for easy access and referral.

Performance appraisals, performance reviews, appraisal forms, whatever you want to call them, let's call them gone. As a stand-alone, annual assault, a performance appraisal is universally disliked and avoided. After all, how many people in your organization want to hear that they were less than perfect last year? How many managers want to face the arguments and diminished morale that can result from the performance appraisal process?
How many supervisors feel their time is well-spent professionally to document and provide proof to support their feedback - all year long? Plus, the most important outputs for the performance appraisal, from each person's job, may not be defined or measurable in your current work system. Make the appraisal system one step harder to manage and tie the employee's salary increase to their numeric rating.
If the true goal of the performance appraisal is employee development and organizational improvement, consider moving to a performance management system. Place the focus on what you really want to create in your organization - performance management and development. As part of that system, you will want to use this checklist to guide your participation in the Performance Management and Development Process. You can also use this checklist to help you in a more traditional performance appraisal process.
In a recent Human Resources Forum poll, 16 percent of the people responding have no performance appraisal system at all. Supervisory opinions, provided once a year, are the only appraisal process for 56 percent of respondents. Another 16 percent described their appraisals as based solely on supervisor opinions, but administered more than once a year.
If you follow this checklist, I am convinced you will offer a performance management and development system that will significantly improve the appraisal process you currently manage. Staff will feel better about participating and the performance management system may even positively affect - performance.

Preparation and Planning for Performance Management

Much work is invested, on the front end, to improve a traditional employee appraisal process. In fact, managers can feel as if the new process is too time consuming. Once the foundation of developmental goals is in place, however, time to administer the system decreases. Each of these steps is taken with the participation and cooperation of the employee, for best results.

Performance Management and Development in the General Work System

  • Define the purpose of the job, job duties, and responsibilities.
  • Define performance goals with measurable outcomes.
  • Define the priority of each job responsibility and goal.
  • Define performance standards for key components of the job.
  • Hold interim discussions and provide feedback about employee performance, preferably daily, summarized and discussed, at least, quarterly. (Provide positive and constructive feedback.)
  • Maintain a record of performance through critical incident reports. (Jot notes about contributions or problems throughout the quarter, in an employee file.)
  • Provide the opportunity for broader feedback. Use a 360 degree performance feedback system that incorporates feedback from the employee's peers, customers, and people who may report to him.
  • Develop and administer a coaching and improvement plan if the employee is not meeting expectations.

Immediate Preparation for the Performance Development Meeting

  • Schedule the Performance Development Planning (PDP) meeting and define pre-work with the staff member to develop the performance development plan (PDP).
  • The staff member reviews personal performance, documents “self-assessment” comments and gathers needed documentation, including 360 degree feedback results, when available.
  • The supervisor prepares for the PDP meeting by collecting data including work records, reports, and input from others familiar with the staff person’s work.
  • Both examine how the employee is performing against all criteria, and think about areas for potential development.
  • Develop a plan for the PDP meeting which includes answers to all questions on the performance development tool with examples, documentation and so on.
